More than 7,000 people died in a crackdown in Iran during the month South Africa hosted naval drills with Tehran, Beijing, and Moscow. The January exercises took place off the coast of Cape Town at a time of high tension between the United States and Iran.

President Cyril Ramaphosa has received the final report from a panel investigating why Iranian warships participated in those drills. The president’s office confirmed the delivery on Tuesday. The document will remain confidential while Ramaphosa reviews it.

Ramaphosa issued an order in February to launch the probe. He stated that there was a failure to heed his instruction that Iranian vessels, which had already arrived in South Africa for the planned events, should not take part. The investigation was led by a retired judge.

The panel examined whether high-ranking members of the South African armed forces or officials at the Defense Ministry ignored the presidential directive. To ensure independence, Ramaphosa required the investigators to report directly to him rather than to the Defense Ministry.

The U.S. administration has used the incident to criticize South Africa’s foreign policy. President Donald Trump and his team have accused Africa’s largest economy of holding an anti-American stance. The participation of Iran in the BRICS-led drills contributed to that criticism.

The BRICS bloc has expanded to 11 member countries in recent years. Iran joined the group in 2024 as one of four new members. The United States views the bloc as a challenge to its geopolitical and economic influence.

Ramaphosa’s decision to bar Iran from the weeklong exercises was an attempt to avoid diplomatic fallout with Washington. The U.S. and Israel launched military strikes against Iran a month after the naval drills began, starting a war.
