Devin Jacob Ballard, a 20-year-old US Marine stationed at Air Station Futenma, has been indicted for the murder and robbery of Anna Yagi, 39, in Naha, Okinawa. Prosecutors accuse Ballard of strangling Yagi with a telephone cord and stealing her wallet and backpack on October 3.

The indictment cites security footage showing a man believed to be Ballard entering the hotel with the victim and leaving alone with her items. Investigators told Asahi Shimbun and Kyodo News that Ballard initially denied the allegations but later made statements suggesting he was involved in the crime.

Prime Minister Sanae Takaichi labeled the offense brutal and heinous. Her government registered a strong protest with the United States and demanded strict disciplinary action. She called for thorough measures to prevent such incidents from happening again.

The Marine Corps confirmed earlier this month that it is actively cooperating with Japanese authorities. The branch extended its condolences to Yagi's family regarding the serious criminal actions by a service member.

Okinawa hosts approximately 55,000 US soldiers, the highest concentration of American troops in Japan. Governor Genta Koja stated that the prefecture has repeatedly asked the US to prevent these incidents. He described the alleged crime as a sign of a lack of discipline among the forces.

Public anger has grown following previous cases involving US servicemen in the region. In 2024, four sexual assault cases were reported, including the conviction of Air Force member Brennon Washington, who received five years for the rape and kidnapping of an underage girl. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years for sexually assaulting a woman.

Protests took place in Naha and Tokyo earlier this month, with about 100 people gathering in each city. On social media, one user wrote, Enough is enough, reflecting the widespread demand for justice.
