The European Union established a deadline for the next year to fully define Canada's pending associate membership. The bloc's 27 member states agreed to this timeline during a summit held in Montreal.

Canadian Prime Minister Mark Carney stated that the two sides will determine the full substance, scale, and scope of this new form of membership in the coming months. He cited climate change, the erosion of democratic norms, and the weaponization of trade as forces shaking global societies.

European Commission President Ursula von der Leyen addressed the geographic constraints of the arrangement. She noted that Canada cannot become a full-fledged member of the EU because of its location. Von der Leyen said she wants to bring the relationship to the highest level possible despite these limitations.

During the summit, the two parties signed several new agreements. These deals cover investment, digital trade, competition, supercomputing, and border security. The signings occurred as the leaders met to discuss the strategic alignment between the two economies.

Carney first introduced the concept of associate EU membership in September. The move came as Canada's trade war with the United States escalated. US President Donald Trump imposed tariffs on Canadian goods after his second term began, causing relations between the two neighbors to deteriorate sharply.

The trade conflict has increased the urgency for Canada to pivot toward other trading partners. This strategic shift aims to reduce reliance on the US market while deepening ties with Europe through the newly defined associate status.
